12 U.S. Coastal Neighborhoods That Could Be Underwater by 2060

Sea level rise used to sound like a problem for the next century, something distant enough to worry about later. That timeline has quietly compressed. Coastal engineers, federal agencies, and independent research groups now track specific streets, subdivisions, and barrier islands where the math no longer works in residents’ favor, and several of these places are already losing ground, literally, every year. What follows is not speculation pulled from worst-case climate fiction. It draws on NOAA tide gauge data, Climate Central’s flood modeling, and reporting from researchers who have spent years measuring erosion rates block by block. Some of these neighborhoods have decades left. Others are running out of time much faster than their own residents expected.

This narrow strip of land in Terrebonne Parish has become the most cited example of American land loss, and for good reason. What was once a thriving town with 400 residents on 22,000 acres of land has shrunk to just half a mile and 320 acres, with 98% of the island swallowed by brackish water. The community, made up largely of Biloxi-Chitimacha-Choctaw and United Houma Nation members, has already seen a federally funded resettlement effort relocate many residents inland.

The causes stack on top of each other in a way that is hard to reverse. Levees built upstream have prevented natural sediment from replenishing the islands, causing the coastal wetlands to sink instead of rebuild. A geology professor who has studied the region put it plainly to ABC News, warning that this pattern will repeat elsewhere along the Gulf coast in the coming years.

Out in the Chesapeake Bay, Tangier Island is losing land at a pace that has alarmed engineers working with the Chesapeake Bay Foundation. Research shows parts of the island have experienced land loss rates of 32 feet per year, leaving about 750 acres remaining today. That is a working fishing community, not an abstraction, watching its shoreline retreat in real time.

The population numbers tell their own story. Six years ago, 436 people lived in Tangier; now about 250 people do. Combined land subsidence and rising water could push sea level 1.71 feet higher than 1992 levels by 2050, a projection that puts the island’s long-term survival in serious doubt well before 2060.

South Florida remains ground zero for American sea level rise discussions, and Miami Beach’s low elevation makes it a recurring case study for researchers. Educational materials produced with University of Miami climate scientists show flood modeling for 2030, 2060, and 2100 that depicts an increasingly compromised city under continued high emissions. The neighborhood already deals with routine tidal flooding on sunny days during king tide season, a phenomenon that has become normalized enough locally that residents plan around it. Miami Beach has invested heavily in pumps and raised roadways, buying time rather than solving the underlying problem. Engineers there generally acknowledge that infrastructure upgrades can only outpace the water for so long before the cost of maintaining dry streets becomes unsustainable for the tax base supporting them.

Charleston’s historic downtown sits on a low peninsula that already floods with unusual regularity, a pattern climate researchers point to when discussing near-term coastal risk. Miami, Charleston, Annapolis, and scores of other cities already see routine coastal flooding in low-lying areas, even as the larger threat comes from storms and increasing flood frequency. The city has responded with a large drainage tunnel project and a proposed seawall, but the historic district’s antique elevation was never designed for today’s tide levels. Property values in Charleston’s flood-prone zones have not yet reflected the long-term risk the way some coastal economists expected, which itself worries planners. When insurance costs eventually catch up to physical risk, the adjustment in these neighborhoods could happen quickly rather than gradually.

Norfolk hosts the largest naval base in the world, which makes its flooding problem a matter of national infrastructure as well as local concern. Rising seas are already leading to increased storm and tidal flooding for millions of Americans in coastal communities, with Norfolk pictured as an example of an inundated roadway. Neighborhoods like Larchmont and Chesterfield Heights sit close enough to the water that nuisance flooding during heavy rain or high tide has become a routine inconvenience rather than an emergency. NASA’s satellite-based research adds weight to local concern. Average sea level rise is approaching the one foot mark for most contiguous U.S. coastlines by 2050, with the Gulf Coast and Southeast expected to see the most change. Norfolk sits squarely in that most affected region.

The densely built waterfront across the Hudson from Manhattan faces a different kind of vulnerability, one tied to storm surge as much as gradual sea level creep. Superstorm Sandy already demonstrated how quickly these neighborhoods can flood when a major storm coincides with high tide. Climate modeling places Hudson and Bergen counties among the areas expected to see substantial water incursion even under moderate mid-century projections. While Manhattan itself is largely spared under moderate conditions, there is substantial sea level rise projected in nearby Hudson and Bergen counties in New Jersey. That distinction matters because it means the financial and insurance pressure will likely land unevenly, hitting the New Jersey side of the river harder than the borough directly across from it.

New Jersey’s barrier island communities carry an outsized share of the state’s flood exposure relative to their size. 285 square miles of land in New Jersey lie less than 5 feet above the high tide line, with 30% of the total property value on that low land concentrated in Atlantic City, Ocean City, and Beach Haven. That concentration of value on vulnerable ground creates a specific kind of economic exposure that few other regions share at the same scale. Casino-driven redevelopment has kept Atlantic City’s downtown busy even as its long-term flood outlook worsens. Local planners have discussed dune reinforcement and elevated construction requirements, but barrier islands by nature have limited options once the surrounding water simply rises higher than the sand.

The Pacific coast faces a slower but still serious version of this problem, driven by a mix of sea level rise and coastal bluff erosion. Rising sea levels on the Pacific Northwest coast are likely to significantly affect major cities, and California communities are not immune to similar pressure further south. Pacifica in particular has already lost homes to bluff collapse, a dramatic and visible version of the same underlying trend affecting quieter, flatter coastlines elsewhere. Half Moon Bay’s low-lying areas near the harbor face a combination of storm surge and king tide flooding that has grown more frequent over the past decade. Unlike the Gulf Coast, California’s coastal geology means erosion often precedes full inundation, making some neighborhoods unsafe before the water technically arrives.

The San Francisco Bay Area’s flat, low-lying shoreline communities face particular exposure because so much of the developed land sits on reclaimed marsh or fill. Alameda, Monterey, Santa Barbara, San Francisco, Santa Monica, Newport Beach, La Jolla, and San Diego are identified as high risk areas under long-term sea level rise projections. Alameda’s island geography leaves it with fewer evacuation and drainage options compared to mainland cities. Bay Area planners have been unusually proactive about this risk compared to other regions, funding wetland restoration projects meant to act as natural buffers. Whether these nature-based defenses can keep pace with accelerating rise remains an open question that regional water agencies revisit almost every year.

Louisiana’s only inhabited barrier island sits directly in the path of both sea level rise and the state’s broader coastal land loss crisis. Since 1930, Louisiana’s coastal plain has lost more than 2,000 square miles of land, an area roughly the size of Delaware, according to the U.S. Geological Survey. Grand Isle experiences this loss directly, with beachfront homes increasingly exposed after each hurricane season strips away protective dune systems. The community rebuilds after nearly every major storm, a pattern that has repeated for decades and shows no sign of stopping. Federal flood insurance keeps reconstruction technically possible, but the economics grow harder to justify each time the water reaches a little further inland than the last storm.

The Delmarva Peninsula’s barrier islands share Tangier Island’s basic geological vulnerability without always getting the same attention. Chincoteague, sitting low behind its own barrier system, faces rising marsh water tables that threaten septic systems and roads long before the ocean itself breaches the town directly. NOAA’s regional projections group this stretch of coastline with the broader mid-Atlantic pattern of accelerating tidal flood frequency. Ocean City, Maryland has invested in beach replenishment for decades, pumping sand back onto its tourist beaches after nearly every significant storm. That approach works as a short-term fix, but coastal engineers increasingly describe it as a holding pattern rather than a permanent solution given the underlying rate of rise.

Beyond Isle de Jean Charles itself, the broader Terrebonne Parish coastline faces some of the fastest land loss rates in the country, driven by the same combination of subsidence, leveed rivers, and oil and gas canal dredging. Thousands of offshore platforms require countless kilometers of channels dug through the Gulf for shipping routes, and these channels cause subsidence that intensifies erosion on land. Port Fourchon, a critical hub for Gulf oil and gas infrastructure, sits low and exposed despite its economic importance. The parish has become something of an unwilling laboratory for coastal adaptation, testing everything from marsh restoration to elevated roadways. Researchers studying the region generally agree that without major sediment diversion projects, the pace of loss here will only accelerate as sea level rise adds to an already severe subsidence problem. These twelve places differ in geography, economy, and how much time they realistically have left in something close to their current form. What connects them is a shared set of pressures, warming oceans, sinking land, and infrastructure built for a coastline that no longer quite exists the way it once did. Some communities are fighting for every extra decade with pumps, seawalls, and sediment projects. Others have already begun the harder conversation about where residents go next.
