8 States Where Residents Prepare for More Than One Type of Natural Disaster

Most Americans grow up learning to fear one main hazard where they live. Californians think earthquakes, Midwesterners think tornadoes, Gulf Coast families think hurricanes. But a handful of states never got that luxury of a single threat. Their emergency kits have to cover several bases at once, and their residents have learned, often the hard way, that disaster season in these places rarely means just one thing.

California’s disaster profile reads like a checklist rather than a single hazard warning. California has experienced over 280 federally declared disasters since 1953, usually wildfires, floods, and earthquakes. Los Angeles County alone illustrates the overlap well, since Los Angeles County faces perfect or near-perfect scores in earthquake risk, wildfire risk, and flood risk, creating a perfect storm of natural hazards.

The early months of 2025 made this painfully real when destructive fires tore through Los Angeles neighborhoods. From January 7 to 31, 2025, 14 destructive wildfires affected the Los Angeles metropolitan area and San Diego County, burning roughly 57,529 acres and destroying or damaging over 18,189 structures. Add in the state’s well-known seismic risk sitting atop major fault lines, and it’s easy to see why insurance agents in California ask about earthquake, flood, and fire coverage all in the same conversation.

Texas covers so much geography that it essentially contains several disaster zones inside one set of borders. Texas has had over 250 federally declared disasters since 1953, most of which have fires, floods, and hurricanes. On top of that, the state consistently tops national tornado counts, and Texas recorded 162 tornadoes in 2025, more than any other state that year.

What makes Texas distinct is the collision of weather systems across its size. The state’s massive size and location within Tornado Alley create ideal conditions for severe storms, especially where warm, moist Gulf air collides with cooler, dry air from the west and north, producing frequent tornado outbreaks, large hailstorms, destructive wind damage, and severe thunderstorms. Meanwhile coastal counties near Houston and Galveston brace for hurricanes every summer and fall, a completely separate threat from the tornado risk further inland.

Florida’s exposure to hurricanes is well documented, but that’s really just the headline hazard. Since 1850, every part of Florida’s coast has been impacted by at least one hurricane, with some stretches of coastline having faced multiple high-intensity storms, and aside from high winds, flooding and storm surge can create immense hazards for the safety of property, infrastructure, and even human lives. Those same storms often spin off tornadoes far from where anyone expects them.

Hurricane Milton in October 2024 proved the point when the tornadoes it triggered turned out to be deadlier in some communities than the hurricane itself. While Hurricane Milton made landfall on Florida’s west coast in October 2024, it was the tornadoes on the east coast that delivered the most tragic blow, particularly in Fort Pierce, where an EF3 tornado claimed six lives. Florida also deals with a hazard almost no other state faces at scale, since Florida has more sinkholes than any other state in the United States. Between hurricanes, tornadoes, flooding, and ground collapse, Florida homeowners often carry several distinct insurance policies just to feel covered.

Louisiana sits at the mouth of the Mississippi River and along the Gulf, a geographic position that guarantees compounding water risks. Storm surge is the state’s defining vulnerability, and Louisiana leads in storm surge vulnerability, with approximately 52% of homes at risk. That surge threat sits on top of river flooding, since heavy inland rain and hurricane rainfall both funnel toward the same low-lying delta terrain.

Hurricanes remain the dominant concern for coastal parishes, but the aftermath often brings secondary disasters that catch people off guard. Wind damage from tropical systems frequently spawns tornadoes well inland, and the same storms that flood New Orleans streets can also disrupt the state’s extensive network of levees and pumping stations. Residents here have learned that hurricane season really means preparing for wind, water, and sometimes tornadoes all within the same 24 hours.

Oklahoma sits at the heart of what meteorologists call Tornado Alley, and its residents have built entire home designs, including storm shelters and safe rooms, around that single fact. Oklahoma is one of the states most prone to natural disasters in the United States. Yet tornadoes are only part of the state’s yearly disaster calendar.

Severe thunderstorms bring large hail and damaging straight-line winds throughout spring, while summer often shifts the concern toward wildfire risk in the state’s drier western counties. Winter adds another layer entirely, with ice storms capable of knocking out power to hundreds of thousands of homes at once. Add periodic flash flooding from slow-moving storm systems, and Oklahoma households genuinely need a rotating seasonal preparedness plan rather than a single disaster kit.

Alaska’s disaster risks are shaped by its position on the Pacific Ring of Fire combined with its vast, remote geography. Alaska is the most seismically active state in the country, has had multiple great earthquakes, and on average has had one magnitude 8-plus earthquake every 13 years, one magnitude 7-8 earthquake every two years, and six magnitude 6-7 earthquakes per year. Those same fault systems generate a hazard most Americans never think about, since megathrust earthquakes cause vertical disturbances to large regions of the seafloor and may put Alaskans at risk of tsunami inundation, with waves potentially reaching shores just minutes after a substantial earthquake.

Beyond seismic activity, Alaska residents also contend with a completely different set of threats tied to climate and terrain. Alaska is subject to earthquakes, volcanic eruptions and an increasingly unpredictable climate, with extreme wind events becoming more common, wildfires increasing in frequency and severity, and flooding occurring along rivers and coastlines. A 2018 magnitude 7.1 earthquake near Anchorage underscored just how layered these risks are, since as one federal emergency official put it, it’s not just earthquakes that pose a danger across the vast state but also wildfires, floods, landslides and even volcanos.

Hawaii’s isolation in the middle of the Pacific doesn’t shield it from natural hazards, it actually multiplies them. Four main hazards characterize the Hawaiian Islands: volcanic eruptions, earthquakes, tsunamis, and floods and coastal hazards. The Big Island in particular deals with active volcanism on a near constant basis, since this is especially true for residents on the Island of Hawai’i, which consists of five volcanoes, four of which are classified as active.

Layered on top of volcanic activity is a serious tsunami threat tied to the broader Pacific basin. Hawaii is the U.S. state most vulnerable to tsunamis, especially after major offshore earthquakes in the Pacific. Add hurricanes, flash flooding, and the wildfire risk that tragically became clear in recent years with the Maui fires, and Hawaii residents genuinely have to think about fire, water, wind, and shaking ground all as part of normal life on the islands.

North Carolina’s geography stretches from Atlantic beaches to Appalachian peaks, and that range in elevation creates two very different disaster profiles within one state. Coastal counties face the same hurricane and storm surge risks as much of the Southeast, while the mountainous western half of the state deals with flash flooding and landslides that most people don’t associate with hurricanes at all. Hurricane Helene in late 2024 made this collision brutally clear when a storm that made landfall in Florida brought catastrophic inland flooding and landslides to towns like Asheville, hundreds of miles from the coast.

The state also sits within reach of tornado outbreaks that spin off from the same hurricane remnants moving through, adding a third hazard type to storms that residents once assumed were mainly about wind and rain near the shore. Winter ice storms occasionally strike the Piedmont region as well, rounding out a hazard list that spans hurricanes, inland flooding, landslides, tornadoes, and winter weather. Emergency planners in North Carolina have increasingly had to treat hurricane preparedness and mountain flood preparedness as two separate but overlapping efforts rather than one single seasonal task.

Living in any one of these eight states means preparedness can’t be a single checklist ticked off before hurricane season or fire season and then forgotten. It means keeping an eye on several different weather patterns throughout the year, understanding multiple evacuation routes, and often paying for more than one type of specialized insurance. For the families who call these states home, that layered readiness has simply become part of everyday life rather than an exception to it.
