The days of pricing an entire zip code the same way are fading fast. Newer platforms like ZestyAI’s Z-FIRE tool predict the likelihood that a structure will ignite given wildfire proximity, using roof characteristics, defensible space, and other property-specific features. That means two houses on the same street, one with a metal roof and cleared brush, the other with a wood shingle roof and overgrown landscaping, can now receive very different risk scores.

Other providers work the same angle from a different data source. One widely used system evaluates more than 200 unique data points, including property-level attributes like roof type, surrounding vegetation, and even the arrangement of neighboring structures, on the idea that a home with a fire-resistant roof and proper defensible space should not be rated the same as a neighboring home with a shake-shingle roof. This granularity is exactly why two neighbors can open their renewal letters on the same day and see wildly different numbers.

California spent years resisting forward-looking catastrophe models, worried they would simply be used to justify higher prices without benefiting consumers. That changed in 2025, when regulators completed the review of three forward-looking wildfire catastrophe models, which will help stabilize insurance rates and increase access to coverage statewide. Verisk was the first company to clear that review process, a milestone described as the first time a catastrophe model has successfully completed the evaluation under the state’s new regulatory framework.

The tradeoff for insurers gaining this new pricing tool is a commitment to write more policies in fire-prone areas. Under the state’s approach, carriers that want to use catastrophe modeling must first secure approval through the PRID process and then commit to writing at least 85 percent of their statewide market share in high-risk ZIP codes as identified by the commissioner. Analysts still expect this to raise costs for many households even as it brings some carriers back into a market they had largely abandoned.

While California leaned into catastrophe modeling, Colorado took the opposite instinct and demanded transparency around it. Governor Polis signed House Bill 1182 in 2025, described as the most significant wildfire insurance regulation Colorado has passed in decades, and it takes effect midway through 2026. The law was born out of regulatory skepticism, since the state’s insurance commissioner had expressed skepticism that the wildfire risk model that most P&C insurance carriers currently use produces accurate risk scores.

Once in force, the law requires that insurers disclose wildfire risk models and explain how those models affect pricing, and consider property-specific mitigation such as defensible space, building hardening, and certifications when calculating rates. For homeowners, this is the first real window into a pricing process that has mostly happened behind closed doors, and it may become a template other wildfire-prone states copy.

Wildfire pricing used to lag behind reality by months or years, largely because gathering property-level data required manual inspections. Satellite-based tools have collapsed that lag. One widely deployed model, used by a major national carrier across a dozen states, correctly identified 94 percent of the area impacted by the Palisades Fire as high or very high risk before the fire ever started.

The same imagery is now speeding up claims as fast as it speeds up pricing. New parametric products combine radar imagery with automated classification so that SAR imagery is combined with property footprint data and machine learning algorithms to produce a building-level damage assessment, with each insured property classified as either destroyed or undamaged. That kind of instant, binary assessment is a preview of how quickly wildfire risk, and the price attached to it, can now be recalculated after a single satellite pass.

The most useful defense against a surprise premium jump is treating mitigation as documentation, not just home improvement. Photographing defensible space, keeping receipts for fire-resistant roofing, and requesting a formal inspection before renewal season gives homeowners a paper trail that increasingly maps directly onto how insurers score a property. In states adopting disclosure laws like Colorado’s, homeowners will also gain a formal right to see the score itself and challenge it.

California has already moved in that direction, giving policyholders the right to receive their wildfire risk score in writing along with an explanation of which property characteristics affected it, along with the right to appeal the score within defined timelines. Homeowners in other wildfire-prone states should expect similar transparency requirements to spread over the next few years, since the underlying pricing technology is now common across the industry rather than confined to a handful of markets.
